Intelligence is an essential police function. Without it, organized crime and its varied activities can go unnoticed for years until it becomes a major problem. However, it is also common for intelligence to be gathered and used in most aspects of society, business, and government. Police agencies that use intelligence-led policing (ILP) and participate in fusion center operations become more effective in fighting crime and become proactive in preventing future crime. In spite of this, we find few law enforcement agencies even have an intelligence officer or department.
